All you just need to do is run your Visual Studio by an Administrator, by right click on visual studio and select “Run as Administrator”

You can use “http://localhost:8731/Design_Time_Addresses” as the base address of the ServiceHost object. Kludgy, yeah, but if you don’t have admin access to your dev box, at least it works.

this works only if you run the application from visual studio but if but the release version of the application and run the executable, then it fails and throws the very same exception as before.
